The Portuguese government has approved new legislation that restores the transferability of local accommodation (AL - Alojamento Local) licenses, reversing a restriction imposed by the previous administration.
Under the 2023 law, which faced strong opposition from the short-term rental sector, AL licenses were non-transferable, even in cases of death, divorce, or inheritance.
On August 8th, Minister for the Presidency António Leitão Amaro announced the changes, stating, “We have approved a more advanced version of the law, correcting major flaws such as the non-transferability of licenses and their automatic expiration after five years.”
The revised law has been sent to the National Association of Portuguese Municipalities for consultation and is expected to be officially approved within weeks.
